Climate, Carbon & Local Energy Transition

The problem

A municipality or institution has a climate commitment but no baseline, pipeline or funding route to act on it.

A climate commitment is easy to make and hard to act on, because acting requires three things a commitment does not: a baseline, a pipeline, and a funding route.

Without a baseline there is nothing to measure against. Without a pipeline there is nothing to fund. Without a funding route the pipeline is a wish list. Municipalities and institutions frequently hold the commitment and none of the three, and the gap is not one of ambition.

How we work

We build the baseline first, because every later argument depends on it, and we build it so it can be updated rather than repeated.

Measures are then ranked by cost of abatement in the specific local context rather than by general best practice. What is least-cost in one municipality frequently is not in the next, and the difference usually comes down to building stock, land use and who owns what.

Where energy communities or prosumer arrangements are part of the answer, the regulatory and financing route has to be worked out alongside the technical case. A community scheme that is technically sound and regulatorily homeless is not a plan.
